The French are credited as the first to fit steering wheels to their automobiles. This was in the late 1800s. As legend has it, the first North American application is credited to Howard Iculus of Bricksill, Ohio, who took his wife's cutting board and secured it to the tiller of his Curved Dash Olds with chicken wire and horse glue.
